Proposed modern city

The current state of Accra and Kumasi makes it impractical to build usable and convenient facilities in and around them. Therefore, a new city is proposed. This city will be registered and incorporated under Ghanaian law and will be administered by an elected City Mayor. The city will not have an official chief and will be located no more than 200 miles from either Accra or Kumasi. It could be situated along the coast between Aflao in the east and Axim in the west, along the Volta River near the Afram Plains, or along major roads such as Accra-Kumasi-Tamale, Accra-Kumasi-Sunyani-Dormaa-Ahenkro, or Accra-Kumasi-Bibiani-Sefwi Asawinso-Juabeso. The new city will require a land area with a radius of 10 to 40 miles and should be near a river to support a mini-hydro power project and provide a drinking water source.

The city will be planned from scratch to include modern facilities, a comprehensive road network with two circular roads, complete sewer systems with multiple processing plants, and provision for an underground railway. Residential land areas will be demarcated and sold first to members. Special commercial building zones will be designated for high-rise structures with a minimum of twenty floors. Commercial residential apartment areas will also be demarcated for private investors. Residential buildings will primarily use brick structures, vinyl siding, or light steel. Cement blocks will be allowed for foundations and basements but not for upper levels. The city will be developed in stages, with the administration building the necessary infrastructure and selling demarcated plots to developers or individuals.

The city administration will handle land registration, ensuring proper closure upon building completion and assigning titles to landowners. Yearly property taxes will be assessed and paid by registered landowners. The same plot will never be sold to multiple owners. GIS technology will be used to identify and locate all plots designated for building, both completed and uncompleted. No building will be permitted without prior infrastructure for water, electricity, sewer, and access. Detailed plans and drawings for the city will be made available to registered and paid-up members.

The city will operate its own public schools (elementary, JSS, and SSS) in conjunction with the central government, and all such schools will be day schools. Private schools will be run independently by their owners. The City Mayor will appoint the heads of the City Police and Fire Departments. An Emergency Response team (911) will be run by the city in collaboration with the City Police and other emergency services. Emergency Medical Services (EMS) will be operated by a private company. The city police will be well-equipped with high-powered vehicles and high-tech response gadgets to ensure security. City residents will be assured of their safety.

This city will avoid the chaotic situations seen in most Ghanaian cities today. Noise levels will be controlled to ensure peaceful rest at night. Appropriate city codes will be developed and strictly enforced.
